Delivering a new Railway Asset Management System for Transport for Wales

Design+Data led the development of a new Enterprise Asset Management System (EAMS) to facilitate the management of rail infrastructure assets on the Core Valley Lines (CVL) for Transport for Wales (TfW) and their maintenance franchise partner Amey Infrastructure Wales (AIW).

This work formed part of a programme to revolutionise the transport network in Cardiff and the surrounding valleys through a £2bn investment programme aimed at transforming communities and benefitting people the length and breadth of Wales and its borders.

A critical phase of the programme involved moving all relevant existing asset information including asset data, work schedules and condition data from the many disparate Network Rail (NR) systems to a single new system based on IBM's Maximo COTS EAMS product.

Design+Data worked alongside Amey Strategic Consulting and led both the data migration and EAMS configuration and customisation workstreams.

This involved technical analysis of the current Network Rail systems, interviews with existing and future users, stakeholder engagement with TfW and AIW, system design and building of very complex migration routines. It also involved the close collaboration with system architects from the system integrators, Cognizant.


This was probably the most significant data migration programme in the UK rail sector in recent years and was exceptionally challenging to deliver.

The NR source data was stored in multiple independent systems with poorly designed data structures and numerous data conflicts across sources with data of a poor quality. This required extensive cleansing and transformation.

A complex design was also required to configure the engineering business processes into Maximo. This design had to extend the base Maximo functionality where necessary and conform to the new operating regimes required by TfW. A design was also needed for the configuration of the accompanying hand-held data collection solution based on the 'Prometheus for Mobile' product. This involved converting paper based inspection reports to structured scripts allowing the capture of data in a way that facilitates analytics informing asset management decisions.

Analytics were also required to ensure compliance to engineering standards. Design and Data led the specification, design, development and testing of the reporting dashboards built using PowerBI. This required the creation of a data warehouse that Design and Data designed and built using Azure SQL Database that feeds the reporting solution current data.
